We are seeking an experienced Senior Human Resources Manager to join our leadership team in Houston, Texas. This is an exciting opportunity for a strategic HR leader who enjoys partnering directly with executive leadership while remaining hands-on in developing people, improving processes, and supporting a growing construction organization.
Position Summary
The Senior Human Resources Manager provides strategic leadership and operational oversight for Orion's Human Resources function while serving as a trusted business partner to executive leadership and operations management.
This role leads HR programs across multiple business units, mentors Human Resources Business Partners, partners closely with Talent Acquisition, and develops initiatives that strengthen employee engagement, leadership development, organizational effectiveness, compliance, and workforce planning.
The ideal candidate brings extensive HR leadership experience within construction, industrial, engineering, manufacturing, or related industries and thrives in a fast-paced, operationally focused environment.
What You'll Do
Strategic Human Resources Leadership
- Partner with executive leadership to develop and execute Human Resources strategies aligned with Orion's business objectives.
- Lead and mentor Human Resources team members across multiple locations.
- Drive continuous improvement initiatives that strengthen HR programs and organizational effectiveness.
- Serve as a trusted advisor to senior leadership on workforce planning, organizational development, and employee relations.
- Ensure consistent interpretation and application of company policies across the organization.
Human Resources Operations
- Lead compensation planning and annual salary administration.
- Evaluate compensation and benefits competitiveness within the construction industry.
- Oversee HR compliance with all applicable federal, state, and local employment regulations.
- Maintain and enhance HR policies, procedures, and employee handbook updates.
- Support benefits administration and implementation of HR initiatives.
- Serve as the subject matter expert for Human Resources policies and best practices.
Talent Acquisition & Workforce Planning
Partner closely with Talent Acquisition to build high-performing teams by:
- Developing workforce and staffing strategies
- Supporting recruitment for salaried and hourly positions
- Coaching hiring managers through the recruiting and interviewing process
- Driving college recruiting and internship initiatives
- Building long-term talent pipelines
- Supporting affirmative action and equal employment initiatives
- Using recruiting analytics and key performance indicators to improve hiring outcomes
Leadership Development & Employee Engagement
- Design and implement leadership development initiatives.
- Develop succession planning and career development programs.
- Facilitate supervisor and management training.
- Partner with operations leaders to identify organizational training needs.
- Lead employee engagement, recognition, and retention initiatives.
- Strengthen leadership capability across the organization.
Employee Relations
- Coach managers through complex employee relations matters.
- Conduct investigations involving employee complaints and ethics concerns.
- Foster a positive, respectful, and high-performing workplace culture.
- Build strong partnerships throughout the organization through responsiveness, professionalism, and sound judgment.
Diversity, Compliance & Safety
- Manage Affirmative Action planning and reporting.
- Support EEO, VETS-4212, and other regulatory reporting requirements.
- Promote diversity, equity, and inclusion initiatives.
- Champion Orion's unwavering commitment to workplace safety.
- Ensure compliance with all employment laws and company policies.
What We're Looking For
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, or related field
- 8-12+ years of progressive Human Resources experience
- Broad HR Generalist background including:
- Employee Relations
- Compensation & Benefits
- Talent Acquisition
- Organizational Development
- Performance Management
- Compliance
- Workforce Planning
- Policy Development
- Experience leading and mentoring Human Resources professionals
- Strong business partnership skills with executive and operational leadership
- Excellent communication, coaching, and relationship-building skills
- Proficiency with Microsoft Office Suite
Preferred Qualifications
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification
- Human Resources leadership experience supporting construction, engineering, industrial, manufacturing, energy, or heavy civil organizations
- Experience supporting geographically dispersed operations
- Knowledge of federal contractor compliance requirements
