Job Title: Project Manager - Emergency Communication System (ECS) / Mass Notification System (MNS) Modernization

Scope Of Work

The Contractor Project Manager serves as the primary Government point of contact and is responsible for the overall execution of a multi-site Emergency Communication System (ECS) and Mass Notification System (MNS) modernization program. This role provides end-to-end program leadership, overseeing schedule, budget, subcontractors, quality, risk, and customer relationships to ensure successful contract performance.

Responsibilities

  • Provides cradle to grave oversight, direction, and management of the contract.
  • Develops program assessment protocols for evaluation and improvement.
  • Oversees all financial activities including managing project profitability and loss control to ensure maximum productivity.
  • Works closely with supervisors and lead technical personnel to properly understand customer requirements and successfully initiate/complete projects.
  • Exercises supervisory personnel management responsibilities in achieving and supporting the contract.
  • Sets goals for performance and deadlines in ways that comply with company and customers plans, mission, and vision.
  • Ensures contract performance adhering to company and government processes, regulations, and statutes promoting quality control, innovation, and safety adherence.
  • Conducts program status reviews, internal staff meetings, business development, customer interface, and other business functions.
  • Complete all training within required timeline.
  • Consistently produces quality products and service.
  • Perform all work in a safe and secure manner.
  • Perform all assigned duties in accordance with established policies, procedures, and directives.
  • Performs other duties as assigned.

Minimum Requirements

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business, Emergency Management, or a related field; equivalent experience considered.
  • 10+ years of experience managing complex federal, commercial, infrastructure, or modernization programs; 15+ years preferred.
  • Demonstrated experience leading large-scale modernization, infrastructure, facility, technology, or life safety projects of similar scope and complexity.
  • Experience managing geographically dispersed teams, subcontractors, and multiple stakeholders.
  • Proven ability to build strong customer relationships and effectively manage complex partner and subcontractor environments.
  • Experience managing project schedules, budgets, risks, and contract performance.
  • PMP certification preferred.
  • Federal contracting experience preferred.
  • Experience supporting emergency communications, mass notification, fire alarm, life safety, or critical infrastructure modernization is highly desirable.
  • Must be able to obtain and maintain required Government security or facility access credentials.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Physical Demands / Work Environment

  • Primarily office-based with periodic travel to customer and project sites.
  • Must be able to conduct field visits, navigate active work environments, and work extended hours as required to support mission needs.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
