Director Capacity Building & Knowledge Management

Role Overview

The Director Capacity Building & Knowledge Management will provide strategic leadership in strengthening ICDIAs human, institutional, and ecosystem capabilities through structured capacity-building initiatives and robust knowledge management systems.

This role is critical to ensuring that organizational knowledge, best practices, and learning assets are effectively captured, curated, and disseminated to support ICDIA’s mission and Digital Public Infrastructure (DPI) objectives. The Director will operate at the intersection of learning strategy, organizational development, knowledge systems, and institutional effectiveness, enabling sustained impact and continuous improvement.

Key Responsibilities

1. Strategic Leadership

  • Develop and execute a comprehensive capacity-building strategy aligned with ICDIA’s vision, DPI mandate, and organizational goals.
  • Formulate and oversee knowledge management (KM)strategies to ensure systematic collection, organization, and dissemination of institutional knowledge and best practices.
  • Align learning, knowledge, and capability initiatives with national and global digital transformation priorities.

2. Capacity Building & Learning Development

  • Conduct organizational capability assessments to identify skills gaps, competency needs, and development priorities.
  • Design and implement structured training, learning, and professional development programs for internal teams and external stakeholders.
  • Facilitate workshops, training sessions, learning labs, and peer-learning forums to enhance institutional capacity and performance.

3. Knowledge Management Systems & Practices

  • Develop, maintain, and continuously improve knowledge management frameworks, repositories, and digital platforms.
  • Promote a strong knowledgesharing culture, encouraging collaboration, documentation, and reuse of insights and best practices.
  • Ensure KM tools, platforms, and content are current, accessible, and effectively utilized across the organization.

4. Stakeholder Engagement & Partnerships

  • Work closely with department heads and senior leadership to identify evolving capacity-building and knowledge needs.
  • Collaborate with academic institutions, development partners, consultants, and subjectmatter experts to strengthen learning and KM initiatives.
  • Represent ICDIA in learning networks, knowledge forums, and professional communities of practice.

5. Monitoring, Evaluation & Learning (MEL)

  • Establish metrics, KPIs, and evaluation frameworks to assess the effectiveness and impact of capacity-building and KM initiatives.
  • Prepare periodic reports, dashboards, and presentations highlighting outcomes, insights, challenges, and improvement recommendations.
  • Use evidence and feedback to refine strategies and drive continuous improvement.

6. Team Leadership & Capability Development

  • Build, lead, and manage a high-performing capacity building and knowledge management team.
  • Provide mentorship, guidance, and professional development to strengthen team capability and leadership depth.
  • Foster a collaborative, learning-oriented, and innovation-driven work culture.

7. Budget & Resource Management

  • Develop and manage budgets for capacity-building and knowledge management programs.
  • Ensure efficient allocation and utilization of financial, digital, and human resources in alignment with organizational priorities.

8. Innovation & Continuous Improvement

  • Stay updated on emerging trends, tools, and methodologies in learning & development, organizational development, and knowledge management.
  • Identify opportunities to introduce innovative learning models, digital KM solutions, and process improvements.

Educational Qualifications

  • Bachelor’s degree in Education, Human Resources, Organizational Development, Management, or a related field.
  • Master’s degree or relevant professional certification is preferred.

Experience Requirements

  • Minimum 20 years of professional experience in capacity building, knowledge management, learning & development, or related domains.
  • Proven track record of designing, implementing, and scaling successful capacity-building and KM programs.
  • Experience working with multistakeholder environments, development programs, or knowledge-driven institutions is an advantage.

1. Capacity Building, Learning & Organizational Development

  • Certified Learning & Development Professional (CLDP)
  • Certified Professional in Learning and Performance (CPLP / CPTD – ATD)
  • Organizational Development Certification (ODC or equivalent)
  • TraintheTrainer (ToT) Certification from recognized institutions
  • Human Capital Development or Workforce Development Certifications

2. Knowledge Management & Knowledge Systems

  • Certified Knowledge Manager (CKM) or equivalent
  • Knowledge Management Certifications (KMInstitute, APQC, KMI, or equivalent)
  • ISO 30401 – Knowledge Management Systems (Lead Implementer / Auditor)
  • Content, Information, or Digital Knowledge Systems Management Certifications

3. Strategy, Leadership & Executive Management

  • Executive Leadership & Management Programs from institutions such as Harvard, INSEAD, Wharton, IIMs, or equivalent global executive programs
  • Certified Strategy Professional (CSP) or equivalent
  • Chartered Management Professional (CMI or equivalent)
  • Change Management Certification (Prosci, APMG, or equivalent)

4. Learning Design, Digital & InnovationDriven Pedagogy

  • Instructional Design Certification (ADDIE, SAM, or equivalent)
  • Digital Learning / ELearning Design Certifications
  • Design Thinking Certification (IDEO, Stanford
  • d.school, Hasso Plattner Institute, or equivalent)
  • Adult Learning (Andragogy) or Facilitation Certifications

5. Program, Project & Performance Management

  • PMP – Project Management Professional (PMI)
  • PgMP – Program Management Professional (PMI)
  • PRINCE2 Practitioner
  • Monitoring, Evaluation & Learning (MEL) or ResultsBased Management (RBM) Certification

6. Data, Analytics & Digital Transformation (Desirable)

  • Learning Analytics or DataDriven DecisionMaking Certifications
