Program Manager — Training & Workforce Development
Employment Type: Full-Time Employee
Location: Phoenix, AZ (Onsite)
Reports To: Services Delivery Director
Direct Reports: Training Operations Leads, Technical Trainers, Instructional Design & Curriculum Development Team, Data Analysts
Required Qualifications
- 5–8+ years of experience in training program management, workforce development, or operations enablement within manufacturing, industrial, or technical environments
- Proven experience building and managing:
- Training programs
- Instructional design and delivery models
- Certification and compliance frameworks
- Strong understanding of:
- Workforce readiness models
- On-the-job training (OJT)
- Learning management systems (LMS)
- Experience aligning training to operational KPIs (throughput, quality, performance)
- Strong leadership skills managing multi-level teams (trainers, coordinators, instructional designers)
- Bachelor's degree in Education, Industrial Engineering, Workforce Development, Operations, or related field
Preferred Qualifications
- Experience in:
- Advanced manufacturing
- Data center or infrastructure environments
- High-volume workforce ramp programs
- Familiarity with:
- Technical certification programs (OSHA, NFPA, industrial safety)
- Lean / Six Sigma certification
- Experience with LMS platforms and training analytics tools
Position Summary
The Program Manager – Training & Workforce Development owns the end-to-end training strategy, execution, and governance required to ensure workforce readiness, role certification compliance, and sustained operational performance across a premier client’s manufacturing environment.
This role is accountable for building and scaling a fully integrated training organization, including onboarding, role-based instruction, on-the-job training, and continuous upskilling programs. The Program Manager ensures all personnel are trained, certified, and prepared to execute against defined SOPs, safety standards, and production requirements—directly linking workforce capability to throughput, quality, and retention outcomes.
Key Responsibilities
Training Strategy & Program Design
- Develop and own the end-to-end training strategy, aligned to production ramp, SOPs, and workforce requirements
- Design role-based training pathways across:
- Fabrication
- Assembly
- Logistics
- New employee onboarding
- Align training programs with hiring ramp and workforce deployment timelines
Training Organization Leadership
- Lead a multi-tiered training organization, including:
- Training Operations Leads by functional workstream
- Technical Trainers and OJT Coaches
- Centralized Instructional Design team
- Training coordination and analytics support
- Establish clear ownership, accountability, and performance expectations across all training roles
Training Governance & KPI Management
- Own training-related KPIs, including:
- Training completion rates
- Role Certification readiness
- Training effectiveness
- Establish reporting cadence aligned to:
- Daily operations reviews
- Weekly program performance reviews
- Executive governance forums
- Integrate training metrics into broader program KPI/SLA framework
Safety Training Compliance
- Ensure full compliance with:
- OSHA standards
- NFPA safety protocols
- LOTO and role-based safety certifications
- Oversee delivery of:
- Baseline general safety training
- Functional safety training (Fab, Assembly, Logistics)
- Role-specific certifications (e.g., NFPA 70E, forklift, hot work)
Cross-Functional Integration
- Collaborate with:
- Sr. PM – Manufacturing & Facilities to align training to production execution
- Sr. PM – DSI Integration to integrate training data into reporting systems
- Operations Managers to ensure role-specific readiness and performance alignment
