Job Description

Position Summary


The Sr. Program Manager – DSI Integration & Stand-Up is responsible for the end-to-end design, integration, and deployment of the operational systems, data architecture, and governance framework required to successfully stand up a primer client’s Phoenix production facility.

This role serves as the bridge between mobilization and scalable operations, transforming pre-operational planning into fully instrumented, KPI-driven execution. The Sr. Program Manager owns the activation of program data streams, reporting infrastructure, dashboards, and governance cadence to ensure real-time visibility across production, workforce, quality, and logistics functions.


Key Responsibilities

Program Stand-Up & Systems Integration

  • Lead deployment of the Site Stand-Up Readiness Kit, including tools, templates, reporting frameworks, and governance structures required for program launch
  • Establish system access, repositories, and tracking infrastructure to enable consistent execution from Day one
  • Ensure all operational systems are ready ahead of site launch and personnel ramp


Data Stream Activation & Architecture

  • Own activation of core program data streams, including:
  • Production output tracking
  • Workforce/labor metrics
  • Quality performance data
  • Logistics and material flow inputs
  • Define data ownership, refresh cadence, and governance structures to ensure accuracy and completeness


KPI / SLA / OKR Framework Deployment

  • Establish and operationalize:
  • KPI framework (throughput, quality, efficiency, workforce performance)
  • SLA structures (reporting cadence, escalation response, onboarding readiness)
  • OKRs aligned to staged delivery model
  • Standardize KPI definitions and measurement logic across all workstreams


Reporting & Dashboard Development

  • Lead creation and evolution of:
  • Operational Dashboards v1 (baseline visibility during launch)
  • Operational Dashboards v2 (refined, cross-functional performance views)
  • Establish a centralized “single source of truth” for program performance data


Governance Cadence Enablement

  • Stand up and operationalize:
  • Daily operational reporting cadence
  • Weekly performance and KPI review forums
  • Executive reporting packages
  • Build templates, workflows, and ownership models for:
  • Issue tracking
  • Escalation management
  • Decision tracking


Documentation & Process Infrastructure

  • Oversee development and validation of:
  • SOPs
  • Process workflows
  • Work instructions
  • Safety documentation
  • Ensure documentation is version-controlled, approved, and integrated into training and execution


Phase 1 & Phase 2 Leadership (Critical Stand-Up Window)

Phase 1 – Mobilization & Documentation

  • Define reporting frameworks, KPIs, and governance structures
  • Support mobilization planning and documentation validation
  • Establish initial data and system architecture

Phase 2 – Site Launch & Personnel Ramp

  • Activate program data streams
  • Deploy dashboards and reporting cadence
  • Launch issue tracking and escalation workflows
  • Enable full operational visibility at go-live


Cross-Functional Integration

  • Integrate systems and reporting across:
  • Manufacturing operations
  • Logistics and material flow
  • Workforce management
  • Training and compliance
  • Partner closely with Sr. PM – Manufacturing & Facilities to align systems with execution


Transition to Steady-State Operations

  • Transition ongoing ownership of:
  • KPI tracking
  • Reporting cadence
  • Dashboard operations
  • → to Sr. PM – Manufacturing & Facilities
  • Continue supporting advanced analytics, forecasting, and continuous improvement tooling


Required Qualifications

  • 7–10+ years of program management experience in:
  • Systems integration
  • Operations analytics
  • Manufacturing, industrial, or data center environments
  • Proven experience standing up:
  • Data/reporting infrastructure
  • KPI/SLA frameworks
  • Operational dashboards
  • Strong understanding of:
  • Data pipelines and reporting systems
  • Operational analytics and governance models
  • Experience supporting greenfield program stand-up or transformation initiatives
  • Advanced proficiency in:
  • Microsoft Excel
  • Power BI / Tableau (or equivalent)
  • Program tracking and reporting tools


Preferred Qualifications

  • Experience with:
  • Manufacturing Execution Systems (MES)
  • Warehouse Management Systems (WMS)
  • CMMS or asset management platforms
  • Lean / Six Sigma certification
  • Experience in:
  • Data center infrastructure
  • Hyperscale manufacturing
  • Semiconductor or advanced manufacturing environments
