The mission of the Rail Safety Division (RSD) is to diligently strive to inspire safe and reliable rail transportation in California by promoting and enforcing railroad, rail crossing and rail transit safety; and by improving or establishing a positive rail safety culture therein, through our inspection and enforcement efforts and our resolve to look beyond the regulations. RSD strives to enforce state and federal laws, regulations, orders, and directives relating proactively and effectively to transportation of persons or commodities by rail. RSD is comprised of the Railroad Operations Safety Branch (ROSB), Rail Crossings and Engineering Branch (RCEB), and Rail Transit Safety Branch (RTSB).

Job Description and Duties

Under general direction of the Program Manager, the Program and Project Supervisor (PPS) we seek plans the work and supervises our Northern California group the staff of the Rail Transit Engineering Safety Section, which has 20 positions, including 6 direct reports, two of which are Senior Utilities Engineer (Supervisors) with their own direct reports. Each unit (NorCal or SoCal) of the Section has 10 personnel.


The Rail Transit Engineering Safety Section oversees the safety of rail transit systems under CPUC jurisdiction. Knowledge and experience with rail industry industry is desirable, and there will be extensive training provided.


The PPS collaborates with other branches of the Rail Safety Division (RSD); participates in all aspects of the promotional and new employee hiring process for all subordinate positions; supervises the preparation of special reports for federal agencies and/or CPUC management; prepares documents in formal CPUC proceedings, revisions to CPUC regulations, special projects, oversees projects to review modifications of branch policies and procedures and staff activities in response to federal directives or requests for information, oversees reviews and preparation of comments in response to proposed legislation or federal rulemakings, and other related tasks. Advises the Program Manager and recommends action on issues pertaining to the management of the branch, including budgeting, resource allocation, planning, personnel development and training, and others. Participates in hearings and provides expert witness testimony related to rail transit safety matters. Participates in meetings with both internal and external stakeholders, such as public meetings, professional conferences and forums, meeting with rail transit agencies, and formal Commission proceedings, in addition to regular communications with staff. Oversees multiple projects with competing deadlines.
