Program-Level Financial Manager
The Program-Level Financial Manager provides financial management, cost oversight, and acquisition support to ensure program planning, budgeting, and execution align with approved cost, schedule, and contractual baselines. This role supports program leadership through accurate financial analysis, documentation, and contract financial support across the program lifecycle.
Key Responsibilities
Program Financial Oversight
- Maintain and update program-level financial and performance documentation, tracking costs, schedules, and milestones.
- Monitor execution against approved cost, schedule, and scope baselines.
- Update program and construction cost estimates based on contractor and project team inputs.
- Apply cost models to validate affordability and funding alignment.
- Develop “what-if” analyses and alternative scenarios to support leadership decisions.
Contract & Acquisition Financial Support
- Prepare and support financial documentation throughout the acquisition lifecycle, including solicitations, awards, modifications, audits, and price negotiations.
- Use the Enterprise Acquisition System (EASi) to execute daily acquisition activities.
- Support acquisition strategies, plans, and integrated procurement schedules.
- Review statements of work and services for financial clarity and cost realism.
- Evaluate bids and fee proposals; conduct cost and price analyses; support negotiations.
- Verify funding availability prior to contract actions.
- Review delivery orders and modifications for financial accuracy and compliance.
- Track contract fees, reimbursables, and RWA funding.

Qualifications
- Bachelor’s degree with 8+ years of related experience or equivalent combination of education and experience
- Program-level financial management experience
- Ability to pass GSA Government Clearance Process

- Master’s degree
- 10+ years of related experience
- Federal and executive branch funding experience
- Construction funding experience
- EASi system experience
- Ability to review scopes of work and independent cost estimates
