Duties

This is a developmental position performing a wide range of complex mathematical and statistical analyses to develop data-driven insights to inform strategic and operational decisions. As a Data Scientist, you will:

  • Assess and execute specific data engineering, modeling, and analysis activities. Utilize data from various sources and information systems to answer mission questions.
  • Use R, Python, SQL, or other languages for various applications, e.g., spreadsheets, presentation graphics, project management, operations research, linear programming, statistical quality control, econometric and time series analysis and mathematical, engineering and statistical applications.
  • Assist with constructing data pipelines using complex tools and techniques to handle data at scale.
  • Recommend data collection, integration, and retention requirements, and make recommendations for improvements to current data operations based on knowledge of best practices. Identify and/or develop innovative and effective approaches.
  • Assist with translating complex concepts, findings, and limitations into concise, plain language. Collaborate with teammates, customers, and stakeholders in a reproducible and organized manner. Assist with written reports and oral presentations on the progress and/or results of projects/studies.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Register with the Selective Service, if you are a male born after 12/31/1959.
  • Serve a one year trial period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Signed participant agreement is required for employment under this Program.


Qualifications

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

BASIC REQUIREMENT for Data Scientist positions:

  • Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR
  • Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.


The GS-09 salary range starts at $62,729 per year. Locality pay will be determined upon selection. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify at the GS-09 level: In addition to the Basic Requirements above, all candidates must possess one year of specialized experience equivalent to the GS-7 in the Federal Service. Specialized experience includes assisting with the gathering and processing of data for analysis; performing basic statistical analysis and modeling under guidance; contributing to data science projects; demonstrating awareness of ethical considerations in data handling; communicating technical information to various audiences; and utilizing technical knowledge to assist in solving problems.

OR

EDUCATION: Master's (or equivalent graduate degree) or have completed 2 years of progressively higher graduate education leading to a Master's or equivalent degree.

OR

COMBINATION: Combination of graduate education and specialized experience that when combined fulfills the requirements.
