SAEL possesses strong in-house Engineering, Procurement and Construction (EPC) and Operations and Maintenance (O&M) capabilities across complex solar and AgWTE projects. Looking ahead, the company plans to establish an integrated 5 GW solar cell and 5 GW solar module manufacturing facility in Greater Noida, Uttar Pradesh, based on advanced TOPCon technology, with a projected investment of INR 8,200 crore.


About the role:

We are seeking an experienced In-House Counsel Regulatory Litigation (Power Sector) to join our legal team. In this role, you will provide expert legal counsel on regulatory and litigation matters in the power sector. You will be responsible for managing regulatory litigation of the Company before fora such as the Appellate Tribunal for Electricity (APTEL) and State/Central Electricity Regulatory Commissions, High Courts and the Supreme Court and work closely with senior management and external law firms to manage litigation strategy, regulatory compliance, and dispute resolution. The ideal candidate will be a law graduate from a reputed institution with 4-6 years of in-house or litigation experience or with a law firm in the power sector, possessing a strong command of electricity law and regulatory proceedings.


Key Responsibilities:


Regulatory Representation & Litigation:

  • Litigation Management- Filing, managing, tracking, formulating litigation strategy, coordinating with external counsel and management for regulatory litigation before the Appellate Tribunal for Electricity (APTEL), Central Electricity Regulatory Commission (CERC), and State Electricity Regulatory Commissions (SERCs) in regulatory proceedings, appeals, petitions, and disputes.
  • Regulatory Advisory- Monitor developments in electricity regulatory sector i.e., regulations, rules, guidelines, policies issued by Ministry of Power, Ministry of New and Renewable Energy, CERC, SERCs and other relevant authorities in order to provide stakeholder comments wherever necessary.

Pleadings & Contract Management:

  • Draft, review, and finalize pleadings, petitions, replies, rejoinders, written submissions, and other legal documents for proceedings before regulatory tribunals and appellate bodies.
  • Draft, review power purchase agreements (PPAs), power sale agreements (PSAs), fuel supply agreements, and other sector-specific contracts to protect the companys interests.
  • Identify and assess legal and regulatory risks arising from the companys operations, tariff determinations, open access, grid connectivity, and renewable energy obligations, and develop strategies to mitigate them.

Liaison & External Counsel Management:

  • Manage and coordinate with external law firms and senior advocates engaged for regulatory and litigation matters, ensuring effective briefing, timely filing, and cost-efficient management of legal fees.
  • Liaise with government departments, regulators, and industry bodies on policy and regulatory matters affecting the company’s operations in the power sector.
  • Act as the primary legal point of contact for internal stakeholders, senior management, and external parties.
  • Maintain and update a litigation tracker for all ongoing and potential regulatory disputes.
  • Prepare and present legal reports, regulatory updates, and case status summaries.


Qualifications:

  • Graduation in Law from a reputed law college
  • 4–6 years of legal experience with a focus on regulatory litigation in the power/energy sector, either in-house or at a law firm with a strong energy practice.
  • Demonstrated experience in appearing before or managing proceedings before APTEL, CERC, and/or State Electricity Regulatory Commissions is strongly preferred.
  • Prior in-house legal experience in a power generation, transmission, distribution, or renewable energy company is an added advantage.


Skills:

  • Strong expertise in electricity law, including the Electricity Act, 2003, CERC/SERC regulations, Grid Code, and related regulatory frameworks governing the power sector.
  • Proficiency in drafting and reviewing pleadings, petitions, written submissions, and sector-specific contracts such as PPAs, transmission agreements, and fuel supply agreements.
  • Sound knowledge of regulatory frameworks governing tariff determination, open access, grid connectivity, renewable energy, and power procurement in India.
  • Excellent legal research, writing, and analytical skills.
  • Strong communication and interpersonal skills.
  • Ability to manage multiple regulatory matters, litigation timelines, and stakeholder demands concurrently in a fast-paced environment.
