Job Description

Position Title - General Manager Finance

Location- New Delhi

Experience- 17+ years

Salary Range - Compensation will be based on qualifications, experience, and prevailing market standards.

Organization - National Institute for Smart Government (NISG)

Mode of Engagement- Contractual appointment on full time payroll

Role Summary

The General Manager (Finance) shall be responsible for overseeing the overall financial management, budgeting, statutory compliance, financial reporting, treasury operations, audit coordination, and financial governance of the organization in alignment with Government of India guidelines, donor requirements, and organizational objectives.

The role shall ensure transparency, accountability, prudent utilization of funds, and robust internal controls in support of NISGs strategic and operational goals. The role shall also support strategic decision-making through data-driven financial insights and enable digital transformation of the finance function through automation and technology adoption.

Key Responsibilities


Financial Planning & Budgeting

  • Lead annual budgeting and financial planning exercises.
  • Monitor budget utilization and ensure optimal allocation of resources.
  • Prepare periodic forecasts, cash flow statements, and financial projections.

Financial Operations & Governance

  • Oversee accounting operations, fund management, and treasury functions.
  • Ensure compliance with applicable accounting standards, GFR, and statutory requirements.
  • Maintain robust internal financial controls and governance frameworks.

Audit & Compliance

  • Coordinate internal, statutory, donor, and government audits.
  • Ensure timely closure of audit observations and compliance issues.
  • Monitor adherence to taxation, regulatory, and statutory obligations.

MIS & Reporting

  • Provide timely financial MIS, dashboards, and analytical reports to leadership and business units.
  • Support strategic and operational decision-making through data-driven financial insights and forecasting.
  • Ensure timely submission of utilization certificates, project reports, statutory filings, and management reports.

Digital Transformation

  • Drive automation, digitization, and modernization of finance processes and systems.
  • Build a tech-savvy and agile finance function through adoption of ERP, analytics, and digital governance tools.
  • Promote process efficiency, transparency, and data-driven financial management practices.

Stakeholder Coordination

  • Liaise with Government Ministries, auditors, banks, consultants, and project teams.
  • Support organizational initiatives through financial advisory and governance support.

Team Management

  • Lead and mentor finance and accounts teams.
  • Build capability through training and continuous improvement initiatives.

Qualification & Experience

  • CA / ICWA / CMA / MBA (Finance) / Equivalent qualification from recognized institution.
  • Minimum 17+ years of relevant experience in finance, accounts, audit, budgeting, and compliance.
  • Experience in Government / PSU / Not-for-Profit / Consulting / Section 8 organizations preferred.
  • Knowledge of GFR, PFMS, statutory compliance, and public sector finance is preferable.
